What are "Crash Investigation Sites"?

I lived in Milwaukee several decades ago. I came to Milw this past
weekend for the Circus Parade, and had a great time. Milw sure has
changed, some is good, some I was not too happy about. That new
interchange downtown is confusing as hell. Whoever designed that was
insane. I wanted to go to the lakefront and ended up going south. I
was not impressed..... On a positive note, the lakefront looks much
better and cleaner than it used to be, and that was great.

Anyhow, my question is this. Along the freeway there are numerous
signs that say "Crash Investigation Site". What the heck does that
mean? They never had them in Milw. years ago, and I have never seen
them in any other city. What are they for? I sure am curious about
that, considering they seem to be all along the freeway.

If you read the signs, it's pretty clear where each exit goes...
however I will admit that as someone who has lived in Milwaukee for many
years...it took me a few times to get used to the changes
